The reason for the red text on that page is that, even with AP credit, it’s not possible to take all the screening courses at UCSD quickly enough for the remaining application cycle. If cog sci is truly being capped now, there will be a process created to switch into it like other capped majors. The ones advertising it as an alternative are mostly people on Reddit, not UCSD directly in my experience (at least, no more than Data Science or Computer Engineering is advertised, which are also both capped).
